US investment restrictions on China could cost American businesses their competitive edge

As international investment in China continues to grow, American investors face an increasingly difficult position. While companies from other countries seek opportunities in one of the world’s largest and most dynamic markets, US investors are confronted with expanding government restrictions that could limit their ability to compete. Washington must carefully consider the economic consequences of these policies and listen to concerns from American farmers, pharmaceutical companies and investors before imposing further controls.

The US Treasury Department recently released a revised proposal to strengthen restrictions on American investments abroad, inviting public comments through December 7. The proposal expands existing controls covering semiconductors and microelectronics, artificial intelligence and quantum information technologies. It also introduces more detailed restrictions on supercomputing and hypersonic systems while adding biotechnology to the list of targeted sectors. China and certain other nations are designated as “countries of concern.”

On October 24, China’s Ministry of Commerce (MOFCOM) criticized the proposal, describing it as discriminatory and an example of Washington stretching the concept of national security beyond reasonable limits. A ministry spokesperson argued that the proposed restrictions contradict the important consensus reached by the leaders of China and the United States. Beijing said it would closely monitor developments and reserved the right to take countermeasures.
