Alta Banka collapse: Serbia’s $427 million scandal exposes banking and political accountability

From the report
The collapse of Belgrade-based Alta Banka has exposed more than an extraordinary case of alleged financial theft. It has raised serious questions about institutional oversight, political influence, banking transparency, and the protection of public confidence in Serbia’s financial system. With more than 45.5 billion Serbian dinars-over $427 million-allegedly stolen from the bank’s vault, the scandal represents one of the most significant financial crises to confront Serbia in recent years. The Commercial Court’s decision on November 3, 2026, to initiate bankruptcy proceedings marks the beginning of a difficult process for depositors, employees, creditors, and the wider financial sector.
The allegations surrounding the bank are particularly disturbing because they point to a possible breakdown of internal controls at the highest levels of management. According to Serbia’s Public Prosecutor’s Office for Organized Crime and the Interior Ministry, three individuals were arrested in connection with the disappearance of 45,556,596,250 dinars. Among them was the bank’s alleged responsible person, identified by authorities as D.M., born in 1981, whom Serbian media identified as Davor Macura. The other two suspects reportedly held senior and operational positions in the treasury and cash management department. These allegations, if proven in court, would demonstrate an extraordinary failure of corporate governance and financial supervision.
The prosecution’s account suggests that the alleged theft was not a spontaneous act but potentially involved coordinated access to the bank’s most sensitive financial facilities. Investigators claim that two treasury officials either provided access cards or accompanied Macura into the vault, enabling him to remove cash without authorization. The alleged involvement of employees entrusted with protecting the institution’s financial assets makes the case especially alarming. A bank’s vault should represent the ultimate layer of financial security. If the allegations are established, the incident would expose fundamental weaknesses in access controls, internal auditing, management supervision, and the broader risk-management framework.
