Quad must prove it is not an anti-China alliance

From the report
Regional cooperation should strengthen economic security and supply chain resilience, not become a political instrument for containing China or deepening divisions across the Indo-Pacific.
The Quad’s credibility should be measured by its actions rather than the diplomatic assurances of its member states. If the grouping genuinely seeks to promote regional stability, economic cooperation and secure supply chains, its initiatives could contribute positively to the Indo-Pacific. However, if those objectives become a cover for excluding Chinese industries, restricting technological development and reshaping regional trade around geopolitical rivalries, the Quad risks becoming an instrument of strategic containment against China.
The October 31 meeting of foreign ministers from the United States, Japan, India and Australia has renewed questions about the grouping’s strategic direction. Its joint statement expressed concerns about what it described as economic coercion, arbitrary export restrictions and industrial overcapacity. Although China was not explicitly named, the language appeared to reflect Washington and its partners’ growing concerns about China’s position in global manufacturing and international trade. US Secretary of State Marco Rubio, meanwhile, insisted that the Quad was not an anti-China alliance and was not directed against any particular country.
